Fintech Stocks Face Pressure as UPI MDR Implementation Delayed
The proposed deferral of the merchant discount rate on UPI transactions has sent shockwaves through the fintech sector, raising concerns about revenue generation and market stability.
Market Reaction to MDR Delay
Shares of major fintech players took a hit on Thursday, with One 97 Communications, the parent company of Paytm, witnessing a significant intraday drop of 10%, ultimately closing down 5.42% at ₹1,640. Similarly, One MobiKwik Systems fell by 4.57% to ₹244.30, while Pine Labs ended the day down 4.39% at ₹169.75. This downward trend reflects investor concerns regarding the financial implications of the deferral, particularly as the MDR is a crucial revenue source for payment processors.
Understanding the Merchant Discount Rate (MDR)
The MDR is a fee that merchants pay to banks and payment processors for handling digital transactions. The reintroduction of this fee, after being scrapped nearly seven years ago, is expected to generate substantial revenue, estimated between ₹15,000 and ₹20,600 crore annually for India’s digital payments ecosystem. However, the proposed deferment means that this revenue will be delayed by approximately two and a half months, impacting financial forecasts for many fintech companies.
Reasons Behind the Delay
The decision to defer the MDR implementation is primarily aimed at ensuring that UPI payments remain free for merchants throughout the festive season, which is a critical period for retail transactions. This move comes in response to pushback from various retail traders’ associations, who argue that the timing of the MDR introduction could adversely affect their sales during this peak shopping period. The current proposal suggests a 0.4% MDR on peer-to-merchant (P2M) UPI transactions exceeding ₹2,000, with a cap of ₹300 on transactions above ₹75,000. Certain categories, such as bill payments and fuel, would incur a flat fee of ₹5 for transactions over ₹2,000, but consumers will not bear any MDR costs.
UPI Transaction Trends
Despite the uncertainty surrounding the MDR, UPI continues to show robust growth. In September, the platform recorded an average of 802 million transactions per day, with a total transaction value reaching ₹29.37 trillion. This represents an 18% increase from the previous year, highlighting the growing reliance on digital payment methods in India. However, month-on-month comparisons indicate a slight decline in both transaction volume and value, attributed to the fewer days in September compared to August.
